THE CONSTITUTION


Constitution of Katipunan (Filipino Student Union)
University of California, Riverside
1999-2000


Preamble

We, the members of Katipunan (Filipino Student Union), at the University of California, Riverside, in order to better the awareness and development of the Pilipino and Pilipino American culture through educational, political, and social means, with cooperation of administration, faculty, and students, do approve and establish this Constitution.


Article I ~ Name
The official name of this organization shall be Katipunan (Filipino Student Union), and may be referred to as Katipunan of F.S.U. for the remainder of this Constitution.


Article II ~ Purpose
A. Purpose of the Constitution
1. To list and define the responsibilities and qualifications of the Cabinet and its members.

B. Purpose of the Organization
1. To further and attain the goals outlined in the Preamble.
2. To encourage and support the students in their pursuit of goals: culturally, academically, politically, and socially.


Article III ~ Membership
Membership is open to students or non-students regardless of race, ethnicity, religion, sexual orientation, gender, and age. All who pay the designated yearly dues are official members and are entitled to Katipunan benefits. Members shall be responsible for the promotion of club spirit.


Article IV ~ Katipunan Cabinet
1. The Cabinet shall be members and registered UCR students (Undergraduate or graduate), for the academic year. The officers consist of President, External Vice-President, Internal Vice-President, Treasurer, Secretary, Cultural Chairperson, Cultural Coordinator, Historian, Public Relations Chairperson, Social Activities Chairperson, Alumni Chairperson, Fundraiser Chairperson, Sports Activities Coordinator, and Dorm Representatives (3).
2. The term of office shall be from the point of induction, to the end of the following academic year. Officers are responsible for advising current newly inducted officers in their respective positions.
3. All spending shall be pre approved by the treasurer and president 4. The duties of the Cabinet shall be:
A. President
1. shall be the official representative of Katipunan (F.S.U.)
2. shall preside over all meetings of the club; shall call to order and adjourn all Cabinet and General meetings.
3. may delegate responsibility to a chosen representative regarding Katipunan concerns.
4. shall be an authorized signature on all official club documents with the exception of club financial documents where the Treasurerís signature is needed.
5. shall preside over the club elections
6. shall be responsible for the promotion of club spirit.
B. External Vice-President
1. in conjunction with the Internal Vice-President, shall carry on the duties of the President in his/her absence.
2. shall be the official representative for Katipunan (F.S.U.) in all SCPASA (Southern California Pilipino-American Student Association) functions. In any event that he/she is unable to attend a SCPASA meeting or function, he/she must appoint a member to take his/her place.
3. shall be responsible for the development and encouragement of external philanthropic affairs.
4. shall be responsible for the promotion of club spirit.
C. Internal Vice-President
1. in conjunction with the External Vice-President, shall carry on the duties of the President in his/her absence.
2. shall be responsible for the development of relations with intra-campus organizations.
3. shall be responsible for the development and encouragement of internal philanthropic affairs.
4. shall be responsible for the development and encouragement of academic affairs.
5. shall be responsible for the promotion of club spirit.
D. Treasurer
1. shall keep a permanent record for all financial transactions of the club and shall submit a report at every Cabinet meeting.
2. shall make financial status accessible to members.
3. in conjunction with the President, shall be the only authorized signature on all official club financial documents.
4. must obtain money requisitions and a report of all money transactions for club activities.
5. shall be responsible for the collection of yearly dues from members of the club.
6. shall be responsible for the promotion of club spirit.
E. Secretary
1. shall keep a permanent record of the proceeding of all Cabinet communications.
2. shall review minutes of previous meeting at the start of the following Cabinet meeting.
3. shall keep a permanent record of all important legislation passed by the Cabinet, documents, and any important papers.
4. shall handle all necessary incoming and outgoing mail.
5. shall maintain a record of all forms and documents used for all club functions.
6. shall maintain a current directory of all current members.
7. shall maintain a master calendar for all club activities.
8. shall be responsible for the promotion of club spirit.

F. Cultural Chairperson
1. shall oversee the making of the PCN (Philippine Culture Night) programs and ads.
2. shall keep a record of all dance troupe bookings throughout the year.
3. shall oversee PCN technicalities.
4. shall be responsible for establishing committees for PCN play writing, stage props, advertising, publicity, sponsorship, fundraising, post-PCN events, and others if needed.
5. shall oversee the whole PCN in conjunction with the Cultural Coordinator.
6. shall maintain fundraising of dance troupe for the rest of the year.
7. shall be responsible for the promotion of club spirit.

G. Cultural Coordinator
1. shall be responsible for dance instruction
2. shall be responsible for costume and props.
3. shall work in conjunction with the play director.
4. shall be responsible for the dance troupe practice.
5. shall be responsible for the room arrangements and paperwork in conjunction with the President.
6. shall oversee the whole PCN in conjunction with the Cultural Chairperson.
7. shall be responsible for the promotion of club spirit.

H. Historian
1. shall document and preserve Katipunan history as well as Philippine culture.
2. shall be responsible for taking photographs and/or videotaping all club activities and making them available to members. In any event that he/she is unable to attend a club activity, he/she must appoint a member to take his.her place.
3. shall be responsible for providing a slide show or video and photo album(s) the yearís activities at the formal induction banquet.
4. shall be responsible for all paraphernalia set-ups at all scheduled Katipunan (F.S.U.) activities and/or events.
5. shall be responsible for the promotion of club spirit.

I. Public Relations Chairperson
1. shall be responsible for the promotion of all Katipunan activities.
2. shall be responsible for the submission of notices into the University of California at Riverside's Media Publications, of club meetings and events.
3. shall be responsible for the production of a monthly newsletter.
4. shall be responsible for establishing committee for website support
5. shall be responsible for the promotion of club spirit.

J. Social Activities Chairperson
1. shall be responsible for creating ice breakers that encourage club spirit in all club activities and events.
2. shall be responsible for overseeing all social events, both internally and externally.
3. shall be chairperson of the Annual Induction Banquet.
4. shall be responsible for the promotion of club spirit.

K. Sports Activities Coordinator
1. shall be responsible for the formation of the official team rosters in both intramural and external sports.
2. shall represent all team sports as the team captain unless otherwise designated by him/her.
3. shall be responsible for all athletic equipment and uniforms.
4. shall he responsible for the promotion of club spirit.

L. Alumni Chairperson
1. shall be rsponsible to serve as the liason between members of Katipunan (F.S.U) and the alumni of Katipunan (F.S.U)
2. shall be chairperson of the Annual Alumni Dinner.
3. shall be responsible for establishing an Alumni Directory.
4. shall be responsible for developing an alumni network.
5. shall be responsible for the promotion of club spirit.

M. Fundraiser Chairperson
1. shall be responsible for planning fundraiser events
2. shall work closely with the treasurer
3. shall be responsible to keep all necessary records of all booking throughout the academic year
4. shall be responsible for raising a minimum of $500 per quarter soley by fundraising events
5. shall be responsible for the promotin of club spirit.

N. Dorm Representative(s)
1. will be the official representative of Katipunan (F.S.U.) members in Aberdeen & Inverness and Lothian (East and West) Residence Halls.
2. shall be responsible for the publication and communication of all club activities and events in the Residence Halls.
3. shall be responsible for assisting the Public Relations Chairperson in the advertisement of club functions.
4. shall be responsible for the promotion of club spirit.


Article V ~ Elections
Section 1:
Elections shall be held at a time designated by the Cabinet.
Section 2:
Cabinet shall select an election committee to enforce election guidelines and receive all official secret ballots.
Section 3:
a. Nominations shall be conducted prior to the two weeks before speeches and elections.
b. In three consecutive general meetings, elections shall proceed in the following order:
group 1:
Historian, Public Relations Chairperson, Fundraiser Chairperson, Sports Coordinator, and Alumni Chairperson
group 2:
social chairperson, pcn coordinator, pcn chairperson, secretary, and chairperson
group 3:
internal vice president, external vice president, and president
Section 4:
A person nominated to any office must be present at this designated elections meeting.
Section 5:
There will be a strict enforcement of a three minute limit for speeches followed directly by the three minute for questions and answers.
Section 6:
All elections shall be held by secret ballot.
Section 7:
The candidate who had a majority of votes shall be declared elected.
Section 8:
All elections shall be conducted in accordance with the By-Laws.
Section 9:
All relinquishing and newly-elected Katipunan Cabinet members MUST be present at the Annual Formal Induction Banquet.

Article VI ~ Enactment of the By-Laws
By-Laws may be enacted by a majority vote of the Cabinet.
By-Laws
Article 1. Recall of an Officer
An officer who purposefully neglects any of his/her major responsibilities shall be temporarily recalled from his/her office until his/her case is reviewed.
1. The Cabinet should advise the officer that he/she is failing in his/her duties. This constitutes the first warning.
2. If a second verbal warning is warranted, the Cabinet Officer shall be placed on probation in his/her office for two (2) weeks.
3. After two (2) weeks, the Cabinet shall notify the officer whether he/she shall continue in his/her office or whether he/she shall resign at the next Cabinet meeting.
4. All resignations must be formally typewritten, announced in the presence of club members, signed in accordance with the final examinations of the Cabinet and soon after place on file.
Article 2. Cabinet Meetings
Section 1:
The Cabinet meeting shall hold weekly meetings unless otherwise specified by the Cabinet.
Section 2:
The Cabinet officers will be the only members present unless otherwise specified by the Cabinet.
Section 3:
All members of the Cabinet must attend all Board meetings unless a reasonable excuse is presented to the President or to another officer 24 hours prior to the scheduled Cabinet meeting concerning absence or tardiness.
Section 4:
All proceedings carried out at all Cabinet meetings should be under respectable procedures.
Section 5:
All proceedings carried out at all Cabinet meetings shall be kept under strict confidentiality.
Article 3. Club Governmental Authority
Section 1:
The governmental authority of the club shall be vested in the Cabinet.
Section 2:
The Cabinet and club members shall have the authority to contribute input regarding club concerns.
Section 3:
The Cabinet shall have the power to enforce all laws passed by a majority vote. The quorum shall be 2/3 of the Cabinet.
Section 4:
The Cabinet officers MUST vote regarding Katipunan concerns.

Article VII ~ Constitutional Amendments
Section 1:
Amendment to this constitution may be proposed by the Cabinet and club members and approved according to Article 3 of the By-Laws.
Section 2:
All proposed amendments shall be ratified by a 2/3 vote of the club.

Article VIII ~ Amendment Procedures
Section 1:
A proposed amendment must be submitted in writing to the club and Cabinet.
Section 2:
If this proposed amendment is approved by a 2/3 majority vote by the Cabinet, it must be ratified by a 2/3 majority of the club members; each member having one (1) vote.

Article IX ~ Ratification
Upon a 2/3 vote of the Cabinet officers and Katipunan (F.S.U.) members, this constitution and its By-Laws shall be made effective on the given date.


***This Constitution was ratified by the 1999-2000 Katipunan Cabinet on this day, Friday, September 10, 1999, and has yet to be ratified by the members.***
